University of Leicester appoints new Chair of Council
The University is delighted to confirm the appointment of Neil Goulden as Chair of Council from Friday 1 August 2025.
The Council is the University's supreme governing body and is responsible for taking all final decisions on matters of fundamental concern to the institution, including the University's academic mission and strategic direction. The Chair, which is an unpaid role, is ultimately responsible for ensuring the systems, structures, procedures and rules for running the University are fit for purpose and that the University is being managed effectively. Neil was selected after a competitive process which saw strong national interest in the role and a series of interviews and presentations with senior leaders before final ratification by Council.
Over the last 35 years Neil, who has a degree in Politics and Law, has had a successful commercial career as a CEO and Chair in the Leisure and Hospitality Sector. More recently he has devoted his time to social purpose organisations.
He chaired Britain’s largest housing association (Clarion) and Sue Ryder Care. He now chairs St Christopher's Hospice in South East London as well as Leonard Cheshire Disability. He was also Chair of the Nottingham Trent University Board of Governors and Pro-Chancellor for nine years until 2023.
He has a lifelong passion for social justice and enabling equity through health, housing, education and job opportunities that lead to inclusion and social mobility.
Commenting on his appointment, he said: “I am inspired by the University of Leicester’s growing regional and international reputation. It has a clear drive to play a positive role in the city and the wider region and to provide a modern and diverse environment for students that is open, accessible and friendly.
“The Citizens of Change strategy matches my own passion and values. As does the ethos of research that has impact, benefits society and inspires the education provided. I look forward to working with the President and Vice-Chancellor, Council members, staff, students and alumni to ensure that the full potential of Leicester is delivered. I am delighted to take on this role.”
President and Vice-Chancellor Professor Nishan Canagarajah said: “I am very much looking forward to working in close partnership with Neil to develop the potential of our University. We have a clear strategy to deliver but as a sector we are also navigating a challenging and uncertain environment and achieving this will require strong governance and effective leadership.
“Further communications will be shared in due course to mark the achievements of the outgoing Chair of Council, Gary Dixon but it would be remiss of me not to also take this opportunity to thank him for his service.”
