Dr Raquel Álamo Cerrillo

Research project: Taxation of the digital economy: the concept of permanent establishment and the Digital Services Tax
About Dr Raquel Álamo Cerrillo
Dr Raquel Álamo Cerrillo is Lecturer in Political Economy and Public Finance at the University of Castilla-La Mancha (UCLM), where she teaches different modules in the areas of taxation and business at the School of Social Sciences of UCLM (campus of Cuenca).
Her main research interest is the taxation of the Digital Economy. More precisely, she investigates the economic, tax and social implications of an inadequate taxation of the digital activity. Within this area, she examines the taxation of the concept of permanent establishment as well as new tax proposals adapted to the new economic reality, i.e. the Digital Service Tax. She has also carried out tax research in the field of tourism, both in the Spanish and international context.
Dr Raquel Álamo Cerrillo is author of monographs and articles where she explores different tax issues of the digital economy focusing on the adequate taxation of current economic realities. She has also been visiting fellow in other universities in Spain and Italy.
Mr Jacopo Invernizzi
Dates of visit: 1 May 2019 - 15 July 2019
Research project: The focus of his current research is a comparison between the Italian “procedimento sommario di cognizione” and the English procedures that permit a faster solution of the civil cases even without the celebration of a trial. His visit with CELI will aim to further the understanding of the application of summary judgment and the track system under the Civil Procedure Rules and their relation with the concept of procedural proportionality.
About Mr. Jacopo Invernizzi
Mr Jacopo Invernizzi is a PhD researcher in Civil Procedure at the University of Milan, Italy. He has been a visiting scholar at the Hastings College of the Law, San Francisco, U.S. and at the New York University, New York, U.S. He has also been admitted to the Bar of Milan in 2019.
His research interests lie in the field of civil procedure and comparative civil procedure.
Ms Elísabet Cueto Santa Eugenia
Dates of visit: 13 January 2019 - 13 July 2019
Research Project: Her current research is about the possibilities and the flexibility available in youth justice processes. The cornerstone of her research is the diversion of children from the formal criminal process based in both the best interest of the child and the opportunity principles. During her stay in Leicester University, she is studying examples of diversion from the English and Scottish youth justice law and looking for a way to implement them in the Spanish youth justice.
About Ms. Elísabet Cueto Santa Eugenia
Ms. Elísabet Cueto is a PhD researcher in Criminal Procedure at the University of Oviedo under the supervision of Prof. Hernández-Galilea. She has been a visiting scholar at the University of Barcelona, and she is a grantee of the Manuel Serra Domínguez Procedural Law Foundation.
She has completed her master’s degree on the Legal Profession at the University of Oviedo and her Postgraduate Studies in Legal Translation at Sampere’s School for Translators in Madrid. She is currently studying a Master’s degree in Human Rights, Democracy and Globalization in the Open University of Catalonia.
Mr Youchen Lu
Dates of Visit: 8 May 2019 – 14 October 2019
Research project: His research project is about the regulation of cross-border e-commerce. His visit with CELI will aim to further the understanding of the current state of cross-border e-commerce and its regulation especially in a UK and EU context. The findings are then to be used to compare with the situation of China in the next stage of the project. The final output from this project is expected to be a research monograph in Chinese.
About Mr Youchen Lu
Mr Youchen Lu is Senior Partner of one of the largest law firms in China. Prior to entering legal practice, he was a senior law enforcement officer, working for China Customs for over a decade.
His legal practice has benefited from this past law enforcement experience and his major area of work involves advising clients on various legal issues arising from cross-border commercial transactions, particularly imports and exports. He has published two Chinese books in this area of law. He graduated from China University of Political Science and Law, first with a bachelor's degree and then a master's degree, both in law.

Dr Xiujuan Hu

Research project: New development on the protection of cultural property during armed conflict
About Dr Xiujuan Hu
Dr Xiujuan Hu holds a PhD in International Law from Wuhan University, China, and is currently Associate Professor at the University of Wuhan Technology, China. She is also a part-time arbitrator for the Wuhan Arbitration Commission.
Her research interests lie in the field of cultural heritage law and arbitration. She has published a monograph Protection of Cultural Property during Armed Conflict. She is also author of several articles and co-author of several monographs on cultural heritage and arbitration. She has participated in regional and national funded research projects. Amongst these " Implementation of Conventions on Protection of Cultural Heritage in China" was funded by the National Social Science Foundation of the PRC.
Dr María Belén González Fernández
Dates of visit: 1 August 2018 - 2 February 2018
Research project: The focus of her current research is the specific issue of the shareholders rejecting a resolution proposal at a general meeting, which results in the so-called “negative resolution”. During her stay in Leicester, she is also researching the possibility of piercing the companies' corporate veil.
About Dr María Belén González Fernández
Dr María Belén González Fernández is Senior Lecturer in Commercial Law at the University of Málaga, Spain. She was also visiting academic at the University of Bologna, Italy.
Her research interests lie in the field of private law, particularly in company law. She is author of several monographs and articles on this and other matters relative to commercial Law, such as Insolvency Law, Air Transport and Tourism law or Competition Law.
Dr Montserrat Abad Castelos

Research project: During her stay in Leicester, Dr Abad Castelos will be working in two projects
- Public-private partnerships (PPP) to promote renewable energies
- Holding Daesh to account, in particular in relation to war crimes, crimes against humanity and genocide, the recruitment of children by DAESH, and gender issues.
About Dr Montserrat Abad Castelos
Dr Montserrat Abad Castelos holds a PhD from the Universidad Complutense de Madrid (Spain) and is currently Associate Professor at the Universidad Carlos III of Madrid, Spain.
Her main research interests lie in the field of public international law and law of International Organizations. More precisely, she is interested in the analysis of NGOs and civil society issues, energy law, terrorism and jurisdiction, and international humanitarian law from a public international law or law of IOs’ perspective. She has published extensively in these areas and she is co-editing a special issue of the journal Sustainability dealing with 'Caveats in Sustainability of Offshore Energies: Balance between the Environmental Benefits of Using of the Oceans and the Need for Protection of the Environment'.

About Dr Pedro J. Carrasco Parrilla
Dr Pedro J. Carrasco Parrilla is Senior Lecturer in Financial and Tax Law at the University of Castilla-La Mancha (UCLM), director of the postgraduate courses at the law department of UCLM since 2001 and deputy director of the International Centre for Fiscal Studies of the UCLM.
He is author of monographs and articles on the consequences of late payment of tax debts, local tax law, international and community taxation, collection procedure, rights and guarantees of taxpayers, taxation of online gambling, etc. He is also member of the editorial board of numerous journals and editorials in Spain and Latin America.
He was Dean of the School of Law and Social Sciences of UCLM (campus of Toledo) from March 2009 to April 2017. Dr Pedro J. Carrasco Parrilla is currently Professor of Financial and Tax Law at the School of Social Sciences of UCLM (campus of Cuenca).
Professor Juan José Hinojosa Torralvo

Research project: The legal implications of Brexit in the matter of the Community budget from the perspective of fiscal harmonization in Europe.
About Professor Juan Jose Hinojosa Torralvo
Professor Juan Jose Hinojosa Torralvo is the Dean of the School of Law of the University of Malaga (Spain). He obtained a bachelor's degree in Law at the University of Malaga (Spain), and a PhD in Law at the University of Bologna (Italy).His areas of specialisation include tax and financial law, and has published several monographs and articles in this field in Spanish and international journals.
During his time in Leicester, Professor Hinojosa Torralvo focused on implications of Brexit for fiscal harmonization in Europe. This broad study explored the legal and fiscal regime of Gibraltar after Brexit, and the impact of such regime in the relations between Spain, the UK and Gibraltar.

About Judge Chihiro Nakada
Affiliation: Judge, Saitama District Court, Saitama Prefecture, Japan
Judge Chihiro Nakada has four years of experience as a judge, sitting as a member of a panel in Japan. She handled various cases from professional liabilities, personal injuries, financial disputes, bankruptcy, civil execution to several criminal cases. Especially, she has dealt with more than 100 clinical negligence cases. She has been a speaker at the clinical negligence annual conference of Saitama prefecture on a regular basis. She is also deeply interested in how the UK legal system would be changed by Brexit. During her time at Leicester Law School she studied contract law, tort law, medical law, mental health law, human rights law, evidence law and legal reasoning and is going to deepen these experiences both professionally and academically.
Dr Mariona Illamola-Dausa

About Dr. Mariona Illamola-Dausa
Dr. Mariona Illamola - Dausa obtained her Law Degree at University of Navarra in 1990, a Licence Speciale en Droit International et Europeen at Universite Catholique de Louvain-la-Neuve in 1991, and her PHD in Law at University of Girona in 2001. She is currently a lecturer in European Law at University of Girona and the director of the European Documentation Centre and the Europe Direct Centre.
She was a research fellow at Queen Mary University of London and at Radboud University Nijmegen.
Her interests and expertise lies primarily in the area of EU law, in particular citizenship and EU Justice and Home Affairs, focusing immigration and border controls.

Dr Piotr Mikuli

About Dr. Piotr Mikuli
Dr. Piotr Mikuli is a professor at the Jagiellonian University in Kraków and the head of the Chair in Comparative Constitutional Law. Piotr graduated magna cum laude from Warsaw University and he defended his Ph.D. and Habilitation at the Jagiellonian University.
He is especially interested in the constitutional role of the judiciary and judicial review of legislation. Piotr spent the full academic year of 2006/2007 at the Institute of European and Comparative Law of Oxford University as a visiting professor and a grant holder of the Foundation for Polish Science and "Europaeum" – an association of 10 leading European universities. He also pursued his research at the universities in Luzern and Falun. He has participated in several domestic and foreign research projects as a principal investigator or researcher. His recent publication record in English includes inter alia Current Challenges in Court Administration, edited volume, Eleven International Publishing, forthcoming; ‘ The Public Hearing and Law-Making Procedures’ (Co-authored with G. Dr Päivi Johanna Neuvonen

About Dr. Päivi Johanna Neuvonen
Dr. Päivi Johanna Neuvonen has been a visiting research fellow at the Centre for European Law and Internationalisation (CELI) since January 2016. Her recent research focuses on the principles of EU citizenship law, as well as on the theory of European discrimination law. Previously, she completed a two-year post-doctoral research fellowship at the Policy Research Centre on Equality Policies and the Institute for Constitutional Law at KU Leuven in Belgium. She received a doctorate in EU law from the University of Oxford in 2014 and her monograph Equal Citizenship and Its Limits in EU Law: We the Burden? was published by Hart Publishing in April 2016. About Professor Moreno González
Professor Saturnina Moreno González obtained her Law Degree in 1998 at University of Castilla-La Mancha (UCLM) and her PHD in Law in 2004 at the same University, with special mention of European PhD. Since 2010 is Associate Professor of Public Finances and Tax Law. In July 2015 has been authorised by Spanish Ministry of Education to become Full Professor of Tax Law. She also is Deputy Director of the International Doctoral School of the UCLM and Secretary of the Public Law Department of the Faculty of Law.
Professor Moreno has held a number of visiting positions: in 2000 and 2002, University of Bologna (Prof. Di Pietro), 2005, University Robert Schuman-Strasbourg II (Prof. Marchessou), 2006-2007, University of Cádiz (Prof. Martín Jiménez), 2008, International Bureau of Fiscal Documentation (Prof. W. Wiman), 2013, Institute for Austrian and International Taxation (Prof. Lang). The topics of these research activities have spun about International and European Tax Law. The last one (Vienna, Austria, three months) has been dedicated to specifically study of automatic exchange of tax information.
She has also delivered seminars and lectures on EU Tax Law and/or International Tax Law in different Universities such us University of Aix-en-Provence (France, March 2005), University of Baja California (Mexico, April 2005), Catholic University of Sao Paulo (Brasil, October 2005), University of Bologna (from 2006 onwards), Universidad Latina de San José (Costa Rica, 2006), University of Orleans (France, December 2007), Institute for Austrian and International Tax Law of Vienna University of Economics and Business (February 2008 and June 2013), University of International Cooperation (San José, Costa Rica, 2008-2009), Ministry of Treasury of Costa Rica (November 2008), European University Institute (April 2010), Ministry of Treasure of Honduras (September 2011), University of Harvard, EE.UU. (July 2014 and July 2015), among others.
Professor Moreno has published over 30 articles in national scientific reviews (Crónica Tributaria, Quincena Fiscal, Impuestos, Técnica Tributaria, Revista Española de Derecho Financiero, etc.) and more than 10 in highly ranked international journals of Financial and Tax Law (Tax Notes International, European Taxation, European State Aid Law Quarterly, EC Tax Review etc.). In addition to this, Professor Moreno has made more than 30 contributions (some of them in English, French and Italian) to many collective volumes. She has published her contributions with IBFD, Linde, Thomson-Aranzadi, Thomson-Civitas, Tirant lo Blanch, Bosch, Aracne Editrice, Paletra, Instituto de Estudios Fiscales (Ministerio de Economía y Hacienda).
She has participated in regional, national and European funded research projects. Amongst these she received a Jean Monnet grant to develop the module "The Impact of European Union Law on the Power of Taxation of Member States" (200100-LLP-1-2011-1-ES-AJM-MO) from 2011-2014. Professor Moreno is the principal researcher of the National Research Project “Taxation and new technologies in trade and information. Proposals for the tax system’s adaptation to requirements of the digital economy and society”, from 2015 to 2019.
She is Member of the European Association of Tax Law Professors. She has been research associate of Institute of European and Comparative Law (University of Oxford), external collaborator in research tasks at International Bureau of Fiscal Documentation, and member of two Expert Groups on EU Tax Law at Instituto de Estudios Fiscales (Ministry of Treasury).
